Job DescriptionSalary: $54-62k, DOE. Benefits include 12% health
stipend (soon to be converted to insurance & benefits plan), 18
days PTO, and paid company holidaysOrganization OverviewThe Center
for African Immigrants and Refugee Organization (CAIRO) is works to
increase equity and social justice for African refugees and
immigrant children, youth and families through programs, services,
community organizing and collaborative leadership that create
opportunities for them to thrive. To accomplish our goals we offer
a wide variety of services, including pre-K education, K-12 student
support & counceling, community health, and job training. Position
OverviewCAIRO is looking for an experienced HR professional who
loves to help individuals & teams improve their work and ability to
help the communities we serve. The person hired for this position
will be our first team member dedicated to HR administration, staff
training & support. This position requires someone who is
"entrepreneurial" and able to thrive in a quickly evolving work
environment. We need someone who can develop & implement systems to
help us continue to grow our programs and expand our services, and
provide a rock solid foundation for our staff to do their work.
DUTIESStaff & Workplace Development
- Identify and/or organize appropriate training and development
opportunities for staff across Oregon and Minnesota
- Design and apply assessment tools to measure training
effectiveness
- Track and report on training methodologies and outcomes
- Handle logistics for training activities including venues and
equipment leases
- Work with program managers in ensuring training needs and costs
stay within planned budgets
- Promote a culture of reflection, learning, and data-based
decision making throughout the organization
- Organizational culture self-assessments & improvement
plans
- Employee 1:1s, listening sessions, & forums
- Manage staff assessment process, helping managers provide
constructive feedback and identify broader weaknesses within the
organizationHR Administration
- Keep company handbook accessible, organized, updated, and in
compliance with all applicable laws & regulations
- Benefits & payroll administration
- Job postings & help with staff recruitment
- Ensure compliance with equal opportunity hiring practices

- Maintain & manage employee onboarding & offboarding

- Maintain & implement employee compensation & benefits

- Mediate staff conflicts in an unbiased and professional
manner
- Recommend & implement changes to streamline & improve HR
protocolsSkills & Abilities
- Ability to work with diverse population base and have strong
background in working with the African Immigrant population and
understanding of the nuances of the cultural values and beliefs of
that community
- Keep a professional demeanor and maintain supreme discretion at
all times
- Comprehensive understanding of the adult learning principles in
training design, presentation, teaching and evaluation methods
- Ability to apply effective interpersonal, verbal, and written
communication skills
- Demonstrated project management experience
- Ability to thrive in a fast-paced, constantly changing
environment
- Strong ability to multi-task and deliver on deadline
- Able to maintain up-to-date knowledge in area of staff
development and practice
- Strong organization skills and ability to prioritize and manage
multiple tasks
- Proficient in the use of common professional software programs,
such as Google Suite, Microsoft Office, and Zoom
- Strong organizational, computer, and research skills
- Ability to write accurately & clearly
- Ability to multitask and perform under deadlines and changing
schedulesEducation & Work Experience
- Bachelor's degree or five years HR experience required.
- Minimum of two years years experience in HR required.
- HR certifications or other professional development strongly
preferredWork Environment
- Frequent use of keyboard, monitor, mouse, telephone and/or
headset
- Hosts/co-hosts ongoing events
- Walking and Standing long periods of time due to events
- In-person and online work environmentsCAIRO is a participant in
